⤪THE RIFF-RAFF⤨

A gang of misfits and unsavoury types - from the bored, to the rebellious, to the unapologetically wicked.
The Riff-Raff are a loose assortment of strays that have coalesced to terrorise their small portion of twolegplace, and soon the broader wilderness the town is nestled within. They are motivated by the pursuit of glory, tribute from others, and their superiority over the kibble-crunching kittypets and those barbarians off in the forest. Any cat worth their claws knows to stay well out of their turf - even if that turf seems to reach farther and farther each moon that passes. These days, the forest is in their sights.
Since the members of the Riff-Raff are mostly comprised of a revolving door of individuals that come and go, there is a very broad variety in both their skills and competency. A defining trait, however, is the clique's fondness for bullying, trouble-making, and a penchant to flaunt their strength where applicable. Those that aren't local strays, or otherwise having parted from a larger group (like the nearby colony, for instance), have left their homes due to abuse, neglect, or sheer boredom and the need to seek a fresh challenge.
The social structure within the Riff-Raff largely adheres to a chain-of-command. A pyramid of infamous rascals, and at the tippity top is Leroy. He and his motley crew thrive on fear and reputation, and rumours of their most ruthless deeds are the glue that holds the gang's authority together.
Leroy's band of misfits isn't known for any kind of subtlety, nor their discretion. For instance, the Riff-Raff's favoured punishment for unruly types is to toss them to the junkyard dogs - a practice sometimes referred to as "dinner service".
(That, obviously, is just a rumour, one that was carefully engineered to set everyone on edge. Couldn't have happened. Right?)

THEIR TURF
In twolegplace, Leroy's hooligans are at their best where no one wants them. At night, they rule the paved pathways leading to twoleg nests, lounging in empty lots and digging through bins in search of treasures or treats. They keep clear of dogs and raccoons, but will not hesitate to hassle other cats - kittypet or otherwise. Those cats know better than to let the Riff-Raff cross their path. When daylight breaks, the gang usually has the good sense to retreat back to a particular alley (known simply as 'home') and sleep the day away - but every now and then they may stir up trouble when someone catches their ire, no matter how public or brazen.By this point in time, the kittypets and loners of the twolegplace are starting to wise up; the complacent or naïve ones have had the fear smacked into them, and the smart ones have found themselves safer lodging or safety through tribute. There are only so many victims to shake down in town. Only so much fun to be had, too. Leroy's getting restless, and so are his goons.
When the Riff-Raff learns of some sorta civil war happening among the barbarians, well, they'll figure that's an open invitation to have a poke around and see what spoils await. New places to explore. New folks to rob. New lands to conquer. Sounds like a fun time all around.
THEIR VIBES
↠ Given that the gang are a bunch of rowdy and self-proclaimed rascals, their speech and mannerisms are reminiscient of Old West cowboys and old-timey gangsters, or an odd mixture of both.↠ You know how sometimes a group of thugs in a story are kind of silly and incompetent, but in the same story are somehow competent enough to pose a serious threat? Yeah, that's the sort of energy the Riff-Raff exude, thanks to their disorganised structure, lack of restraint, and overall hard-headedness.
↠ Infighting is not uncommon among the gang. Usually it's kept to spats, petty grievances, and bouts of wrestling to release the tension. However, when Leroy is around to keep his eye on the cats under his purview, stepping a paw out of line can incur a lot worse than a dirty look.
↠ To join the Riff-Raff, a character will have had to impress a member of the group in some way. It's an invitation-only club, but chances are an opportunity will present itself eventually, given the gang's loose hierarchy and chaotic behaviour.
↠ For characters that were backwritten in, the procedure was the same: impress, and be vouched for. The recommendation must come from another gang member in good standing, and ultimately requires approval from Leroy. It's rumoured that Leroy prefers larger, scarred, or otherwise mean-looking cats, but anyone who is truly tenacious will be given an equal shot at glory.
↠ Naive or weak-looking cats who want to prove their claws would do well in stealing something of value. Tougher or bruiser-looking sorts might gain recognition in a brawl against an existing member, or a passerby who caught their eye.
↠ Cats who want to join the Riff-Raff that aren't particularly skilled at fighting, thievery, or roughhousing may end up serving as an errand-runner or as fodder.

A CAT IN THE RIFF-RAFF...
...usually hails from the twolegplace, although loners from far-beyond lands and runaway colony cats aren't unheard of. ...is in it for the action. Glory. Reputation. Excitement. A spot of trouble. They're often selfish or greedy, as well.
...can range from the thick-skulled and hot-headed to the sly, cool-headed, and cold-blooded.
...almost exclusively refers to colony/clan cats as "barbarians".
...doesn't hold a high opinion of any domesticated cat, particularly kittypets. They're stuck-up prissies, and got no brains of their own.
...treats anything that comes out of Leroy's maw as gospel. Anything. Even if it contradicts the last thing that was said, or common sense.
...must focus on growing their infamy, or else they risk becoming irrelevant, and therefore forgotten and unwanted.
...holds 'dinner service' in high regard as an effective threat, even though no one has ever seen or witnessed one actually being performed.
...must be at least 12 moons in age.
THEIR RANKS
(Note: These ranks are in no way fixed or universally applied, like clan HPs. They are rather a rough guide on what an individual's role and pecking order is in relation to the gang.)
HEAD HONCHO: Only the top cat can stake their claim to the title of head honcho. That position currently belongs to Leroy, who will likely take it to the grave.
RIGHT PAW: A coveted position among the Riff-Raff, whoever is the right paw of the honcho is often held in regard as the second in command.
TRUSTY: Usually the longest-standing members of the Riff-Raff are the trusties, having earned their stripes and keep for longer than the rabble.
BRUISER: Big, strong, and tough to boot, bruisers are the most physically imposing cats in the gang. Their job is to beat up who needs beating up, and to stand guard over stuff that matters.
SNEAK-THIEF: On the opposite end of the spectrum, sneak-thieves are agile, cunning, and are tasked with stealing anything that isn't bolted down. They may double as scouts and lookouts, too.
GOON: A rank and file cat, goons haven't yet defined themselves as bruisers or sneak-thieves, and will generally assist with whatever tasks are at paw in a pinch.
LOOSE CANNON: Loose cannons are trouble. Unpredictable. Explosive. They are simultaneously on the brink of being kicked out of the Riff-Raff or moving higher in the ranks, depending on their ability to maintain order in chaos.
ERRAND-RUNNER: Losers. You ain't gonna make it big with the Riff-Raff as a glorified messenger cat. But at least you're still in the gang, for now.
FODDER: Fools on the chopping block, fodder isn't really in the gang at all. They're tolerated to hang around, but their presence is barely acknowledged. May end up as the punchline of a joke, the target of a prank, or the subject of a cruel lesson.

THEIR EASY-TO-FOLLOW RULES
1. Listen to Leroy. Always. 2. Do not question Leroy. Never.
3. Protect what's yours, and the gang's.
4. Take what doesn't belong to the gang, and make it the gang's.
5. Steal and bully whoever you want, whenever and wherever you want, so long as they're not with the Riff-Raff.
6. Dinner service is always a mess-up away.
THE ULTIMATE GOAL...
...of the Riff-Raff is to serve as an opposing outside force to the clans in their early days. They will be an obstacle and source of conflict that will help clans assert their borders and set boundaries in a direct way. A little bit of conflict makes a fictional world go 'round, after all.They will start small, merely an irritant and localised annoyance. As the moons pass and the cats in the gang gain more and more notoriety, the scope of their actions will broaden, and the degree of their impact will worsen, until their spectacular crash and burn. This is a pre-determined path that awaits them, although there isn't anything planned beyond that. It'll develop over time.
If you ever plan for your character from the Riff-Raff to potentially join a clan (once they are around), be sure to communicate with the respective clan leaders about their past, and the extent of their actions while in the gang. If it's mutually agreed upon, it'd be a nice bit of world-building to have a few converts to help diversify the clans a little, and allow a bad cat the chance to have a second go at things.

Being unnecessarily or gratuitously violent, brutal, or horrific is not the vibe I'm going for. Think Bugs Bunny before Hannibal Lecter. Silly is good. We can build to serious and intense, but not from the jump.
